Russia took the lead in added-time in the first half when Aleksey Miranchuk scored a goal, with an assist by Artem Dzyuba.
With one game remaining, in the qualifiers Finland are in second place in the table and Russia are in third.
On Monday, Finland face Belgium and Russia take on Denmark at home.
